Developing detailed design requirements for a concept of operations
We conducted a detailed design for a newly developed operating model and identified the projects and timelines necessary for successful implementation.
The Situation
The largest office of a federal regulator, responsible for protecting the public health by monitoring goods imported into the United States, was under growing strain from an increasingly global and complex supply chain. Operational inflexibility and limitations related to resources and enforcement rights were further hampering the regulator's ability to fulfill its mission.
The organization had worked with Satori to develop a concrete and practical high-level operations model that addressed prevailing issues and created a structure that allowed for growth and flexibility. Upon completion of the model, the organization further engaged Satori to assist in developing a detailed design.
The Satori Solution
Focusing on strategic impact, complexity and readiness for change, we facilitated a review of 19 areas of operation, of which 5 were selected for the first phase of detailed design. Work groups were organized for each activity, which we supported by managing process design workshops. We used the results to create detailed process diagrams that reflected each group's future vision, in addition to gathering requirements related to technology, infrastructure, performance measures and organization/people.
Next, we worked with the client to identify and document the projects that would make up the implementation phase. We also reviewed the remaining 14 activities within the operating model to identify additional high level projects, and added these to the master list. This list was then reviewed with the core team to identify priority projects and to sketch out preliminary timelines for implementation.
The Results
The engagement resulted in a strategic plan for implementing the new operating model, detailed designs for the prioritized activities and a master list of 48 projects that would be part of the implementation phase. Our comprehensive approach to design left the client confident that the new operating model, once implemented, would improve its ability to carry out its public health mission.
