Due Diligence of Customs & Tax Modernization Proposals

Conducted a due diligence project on behalf of an independent US foreign aid agency for technology-related proposals submitted by a developing Southeast Asian nation. To determine project viability, we conducted interviews with key personnel, performed site surveys and carried out a comprehensive review of documents. The analysis also included evaluating infrastructure, business processes, budgets, project plans and implementation strategy. Based on this analysis, each proposal was ranked according to its alignment with the client’s goals and objectives. The deliverables also included modified budget estimates and recommendations for improving the overall effectiveness of the proposed solution.

Customs Transformation Project and Associated Support

Under a long-standing relationship with the Minister of Finance of a Middle Eastern nation, provided extensive strategic planning, design, and implementation services across the Ministry. Particular emphasis was on customs and tax administration and the role of IT as an enabler to help “lock in” legal, policy, and administrative changes. The result was substantially improved customer service and compliance rates.

Revitalization of a federal regulator

For the top leadership of the largest office of a federal regulator, created a seamless program management approach to align 150 projects and business cases to organizational strategy. Areas of business case due diligence analysis and recommendations for development included: 1) Inspections, Compliance & Enforcement: We identified pain points for all processes and clarified opportunities for process improvements. 2) IT: We developed an operating model view of the office, which revealed the impact of IT on specific core business processes. We also designed a view of regulatory and support systems. 3) Workforce: We developed priorities for training new and existing hires to meet the needs of expanded organizational mission and a changing regulatory environment.

Designing a regulatory operations model

The largest office of a federal regulator, responsible for protecting the public health by monitoring goods imported into the United States, needed to develop an operations model that was efficient, effective, and uniform. We led a review of existing internal work products, as well as key documents in the public domain. We also conducted over 150 interviews with internal and external stakeholders and presented these findings to the core client team. We facilitated a series of discussions that helped the client develop a set of guiding principles, design criteria, and a mission statement. Finally, we collaborated with the core team to develop a high-level operations model and accompanying descriptions, key characteristics, and high-level process flows for each activity.
