Performing due diligence for technology project proposals

The Situation
An independent US foreign aid agency was seeking to provide $100 million in technology-oriented funds to a developing Southeast Asian nation. In order to best allocate the funds, the agency needed to review the proposed projects in terms of costs, timelines, and other factors across a wide range of information technology elements, such as hardware, software, communications, training, and related goods and services. Because this initiative was the organization's first technology project, however, it lacked the expertise to complete the due diligence process.
The Satori Solution
We began a due diligence review by defining a set of evaluation criteria by which each proposed project would be judged. Criteria included the appropriateness of tasks, budgets, timelines, staff, and technology resources, the relation between benefits realization and risk exposure, and the ability to undergo modifications. We also performed a comprehensive review of our client's budget requirements. Armed with this information, we conducted a thorough analysis of infrastructure, business processes, budgets, project plans and implementation strategies. Finally, each proposal was ranked on its alignment with the client's goals and objectives.
The Results
After the initial due diligence analysis, the client extended our engagement to include additional analysis, planning and recommendations for the most critical proposals, which totaled $40 million in value. This additional analysis helped our client's senior leadership get the most out of its funds through improved allocation and appropriation.
